Strategic and market-access role

Garmsar Special Economic Zone occupies the western edge of Semnan Province close to the Tehran market and the Tehran-Garmsar and Qom-Garmsar transport corridors. Its practical value lies in customs-enabled manufacturing, assembly, warehousing, raw-material handling, and inland distribution rather than border trade. Public evidence of automotive assembly and chemical manufacturing inside the zone indicates a production-oriented operating base. Its location can support firms seeking lower-cost industrial space while retaining access to Tehran, central Iran, and eastbound supply routes. The zone provides customs-controlled industrial land close to Tehran while placing tenants on road routes linking Tehran, Qom, Garmsar and eastbound domestic markets. The planned rail siding is intended to add direct national rail access for industrial freight.

OPERATING PROFILE

Operations, capacity & connectivity

Related use cases

Useful for industrial-site selection, customs and import-process assessment, automotive or equipment assembly screening, chemical and materials manufacturing, warehouse planning, and distribution-network design for Tehran and eastern Iran. Investors should verify serviced land, utility capacity, customs procedures, rail or highway access at the selected parcel, environmental permits, permitted activities, and the distinction between zone-level incentives and the actual operating conditions available to individual tenants.

Capacity and service area

Capacity: The zone covers 2,000 hectares across four sites, including a 460-hectare fenced customs area. Operational grid power was 14 MW as of July 2024; substations up to 200 MW were planned. A 6 million m³/year long-term water allocation was planned via the Nimrood Dam pipeline. Service area: Garmsar, Tehran and central and eastern Iranian industrial markets, using the Tehran–Garmsar and Qom–Garmsar road corridors and the Tehran–Mashhad rail axis.

Connected modes

Road access to the Tehran–Garmsar Highway and Qom–Garmsar Freeway. Garmsar Railway Station on the Tehran–Mashhad mainline is 3 km away; a dedicated industrial rail siding was under construction from July 2024.

Industries served

Industrial manufacturing, assembly, materials handling, warehousing and inland distribution.

CONTROL & DEVELOPMENT

Ownership, operation & expansion

Owner and operator

Owner: Industrial Development and Renovation Organization of Iran (IDRO), under the Ministry of Industry, Mine and Trade. IDRO holds title deeds for the 2,000-hectare site. Opening or commissioning

2016

Expansion and development projects

Sites 3 and 4, covering 1,500 hectares combined, were in detailed design and site-preparation stages as of July 2024. A dedicated industrial rail siding of approximately 4.3–7 km was launched in July 2024.

DECISION RISKS

Constraints, risk & compliance

Operational constraints

Available grid supply was 14 MW as of July 2024, while higher-capacity substations remained planned. Water infrastructure includes a supply line from Garmsar’s treatment plant; the larger Nimrood Dam allocation remained a long-term project. Rail access depended on completion of the dedicated siding.

Key risks and compliance considerations

Tenant project schedules and utility-intensive operations depend on the delivery of planned power, water and rail works. Site-specific access to utilities, wastewater capacity and customs operating arrangements should be assessed before committing capital.
